This seems a lot like the 'Bible code [1]', if you get try enough ways of  
selecting letters, and ignore misspellings and grammar mistakes, these kinds  
of messages are statistically certain to pop up, someone even found secret  
predictions in 'Moby Dick [2]' .

If you put the supposed message "If I wish to use the NSA" in Google  
translate it comes up as [4]"Si volueris uti NSA" [5] , so they would have  
had to use deliberately bad Latin.
