The C standard explicitly allows for the possibility that padding blanks
at the end of a line could be dropped somewhere along the line between
being written to a text stream and being read back. However,  if no such
padding was provided, the standard gives the implementation no
permission to add such padding (7.21.2p3). An implementation of C would
therefore have to come up with some method of making the added padding
invisible. The simplest way to do so would be to drop all such padding
on input from a text stream, whether or not it was present when first
written to the file.
