True - but they are constraint violations:

Yes, a declaration that only declares a tag is allowed by 6.7p2.

There is a constraint, but it isn't violated by your code, which does
declare a struct tag. What it fails to declare is a typedef-name, and it
seems odd to me to allow a typedef declaration that fails to declare a
typedef-name. There should be something prohibiting it somewhere in the
standard, but I haven't found it yet. Possibly, the committee never even
considered this possibility. A similar problem comes up with
typedef enum {red, green, blue};
It satisfies 6.7p2 by declaring enumeration constants, but fails to
declare a typedef-name.
