No, you're free to desire anything you want. You don't have to defend
that. However, when you want someone else to do something to get you
what you desire, you're going to have to give them a reason better than
"I want this". Cash or favors can be useful reasons in other contexts,
but in this context the only kind of reason you can usefully provide is
an explanation why it would be a good idea for the standard to require
this - of every single conforming implementation, no matter how
difficult it is to provide the documentation (and in many cases, it
would be very difficult), no matter how useless the resulting
documentation would be (which would generally be the case).

I haven't heard any debates - a debate involves both sides presenting
arguments in support of their point of view, and you've provided no such
arguments, just blind assertions that you think it should be done.

Here's another nuance: header files don't have to have a '.h' in them,
either. That's just a very common convention, and many development tools
recognize that convention, but it's not a requirement. I wouldn't
hesitate to use a name that violated that convention if I thought I had
a good reason to. I have, on occasion, had a good reason to #include a
*.c file, but that is the only time that issue has ever come up.
I've seen systems which recognized *.H and *.hpp as C++ - specific
header file name extensions - but that's also just a convention (and not
as widely recognized).

Note that the relationship between the name provided in a #include
directive and the location and name of the corresponding source file is
implementation-defined (6.10.2p2). That gives an implementation the
freedom to either enforce that naming convention, or prohibit it, among
other more complicated possibilities.
