Wiktionary lists two pronunciations for character" using IPA notation:
/ˈkʰæɹɨktɚ/, /ˈkʰɛɹɨktɚ/
It lists two pronunciations for "care":
(Received Pronunciation) IPA(key): /kɛə/
(General American) IPA(key): /keəɻ/
Now, I don't know how to pronounce those IPA symbols, but it's clear
that, regardless of which of those pronunciations you use, the first
syllable of "character" is pronounced significantly differently from the
only syllable of "care" - however, I've never noticed any difference
between the two.
For reference, I've lived 9 years in Illinois, 22 years in California,
and 24 years in Maryland. My pronunciation is presumably some kind of
mix of the dialects typical of those areas.
