Of course there are equally repulsive forces between particles of the same charge, but these do not always completely balance out. For instance in chemical bonding, the attractive force wins out. In the way that matter at close range resists compression, the repulsive force wins out. If a way could be shown mathematically that the attractive force would win out at the distances gravitational bodies attract each other, gravity could be explained.
