The issue here is that /* */ is defined as replacing the comment with
'whitespace' so you get two tokens.
There was a period, before C89, when some implementations did do
something like this
#define FOO foo
#define BAR bar
FOO/* */BAR = 1;
would be the same as
foobar = 1;
This got replaced with ## in the Standard.
