The first thing you should do is just try Apple Maps. People love to
complain about Apple, so you should take reports of complaints with a
grain of salt. There will always be bugs with a new program, but
eventually those bugs will get fixed -- or the program will be
abandoned by either its users or its maker.

Then, you can go to the iTunes App Store, click on Navigation in the
Categories menu, and look for the free Google Maps app (its currently
the top free app listed).

The Apple Map will be better integrated with the other apps from Apple
on your iPad, so try it first.
