ISPs tend to limit how many emails you can send at once, so it's usually best to just use one of the specific email newsletter services. Last time I checked, MailChimp.com was one of the best deals with free accounts that let you send to up to 500 address and 3000 emails per month. You can import your list into a MailChimp address book, people can easily opt-out, statistics to see who is reading the emails / clicking links, etc.
