I'd call it just another scam. Trump gives his pals contracts to build stuff so 
they can make government money. Obviously, Trump gets some kickbacks. Trump 
doesn't care about the oil and coal industries. It's all about government 
contract money. Trump considers government money his own to hand out to his most 
loyal patrons. It's a most amazing thing.
