Find out what your production server is using, then, if possible, install 
the same PHP version on your development/test server.  That makes it much 
easier for you to test before you publish.

But if you have no production server yet:

If you have a Linux distribution, you should install PHP there.  In my 
experience, in general it is much easier than on Windows, even with 
distributions like XAMPP.  (The easiest Web server setup I have across yet 
is MAMPP for Mac OS X, which I use at work.  But as I am working as a 
*frontend* engineer there, I have not had to configure much of MAMPP yet:
in fact, I am only using the Apache part regularly there.)

Otherwise, install XAMPP on Windows 7; with little help, my (arguably very 
intelligent) student apprentice who IIRC had never done any serious PHP 
development before could set it up there by himself.

Note that Windows XP is neither supported by The PHP Group nor Microsoft, 
and you should not be using Windows XP, anymore.
