Why? You've already stated you're happy to submit to fora which require a
login. You're intentionally being awkward simply for the sake of it. 

There are plenty of pastebin-like solutions, which are one-off links.

However, a more sensible solution is to include some of version control
given you're regularly changing your "tutorials" and it makes sense to
always point to the most recent (and most correct) version. 

The model these days revolves around git-like functionality. The de facto
standard is github, but there are many others like gitlab, bitbucket,
gitea, sourceforge, etc.

All will need some form of login, but you probably can use throwaway logins
or just create multiple for different types of scripts. All unnecessary as
thousands of people are able to remain totally anonymous while maintaining
longterm histories on github and developing credibility.
