The "quality" is that the new MacBook is thinner, lighter, has fewer ports than the Mac Book Air, and comes in a few different colours ... and is probably less powerful / slower. As for why Apple didn't simply use it to replace the MacBook Air with this new laptop, only Apple will know, but it's liely at least partly due to that last "quality" - whiners would be complaining about how their new "MacBook Air" was slower then their old one.
