My guess it was in the days when CGNAT was a bit of a novelty. These days, with probably the vast majority of consumer connections (including mobile phones) via CGNAT or frequently changing dynamically allocated routeable addresses you’d be out of business as an email provider if you blacklisted originating IP addresses.
