And more documents, such as if there was a name change: an additional 
burden which applies to JD Vance & most married women.

Plus not all jurisdictions' birth certificates are acceptable, so that 
effectively limits "acceptable paperwork" to passports.  This Admin has 
recently restricted which Agencies/Offices can issue ... to just one.

The SAVE act is trying to reintroduce poll taxes, despite how SCOTUS 
outlawed these in "Harper vs Virginia Board of Elections" ... and that 
was over just a $1.50 fee:  ~1/100th of the $165 for a new passport.
