Nah, its just an illustration of how PhD's aren't necessarily all from 
traditional and accredited institutions.  The backstory here was that my 
buddy bought it as a joke, but it really was a PhD for $20 from a 
non-accredited biz.

The rest of the story was that the company was ordaining ministers 
ostensibly to promote freedom of non-organized religion, but it 
"coincidentally" included info on how to use reduce taxes through 
religious exemptions.
