No, but it's called: (a) from a scheduler, which specifies "C:\TQ\NEW-COOK.BAT", i. e. gives the full name including path. or(b) by actually double-clicking on it (the .bat file itself) in File Explorer: see https://255soft.uk/temp/Clipboard_07-29-2025_01.gif (*not just the error message but the screen around it*). Neither of those - where "finding" it should not be a problem - are working at the moment.
