The reason for that is that federal EW highways have the lower numbers
at the north part of the country and the higher numbers at the south
end.  This reversal is also true of NS highways; the high numbered
interstates are at the east and the high number federal highways are at
the west.

If the first digit is odd, it is a spur into the city; if it is even,
it is either a loop around the city or a bypass.  Therefore 280 can't
be a spur.

There are a few anomalies, such as I 238 and I 99.  Wikipedia explains
them, so I won't duplicate it here.  

There is also a proposed I 11 that would be another anomaly; it would
start near Phoenix, and then onward to Las Vegas.  (Part of it would be
on I40.)  Other plans for it would start it at Casa Grande, near the
intersection of I 10 and I 8, and at the other end extend it to Reno,
and possibly to the Canadian border.
