You're in the developer circuit?

Yup, no argument or disagreement there.  I'm not saying that developers
shouldn't make universal apps.

Right, but if there isn't an iPad version of the app, and there isn't a
universal version of the app, and they want to run the app in their
iPad, why in the world do you want to make it hard for them to do that?
