it depends on the device. normally there's a hardware reset procedure.

for a galaxy s6, which has an internal battery:

  To force reboot your device, press and hold the Volume
  down and Power/Lock keys on the device for 10-20 seconds. This
  performs a simulated battery disconnect.

other devices will have different methods.

note that it could be unresponsive because something on the logic board
has failed, so even a hard reset isn't going to help.
