If you take the view as a matter of men's knowledge and involvement only
then it's easy to conclude such a thing. But the spirit of God dwelt
within Moses and David, and it was that spirit which guided them from
within. It was not their own Earthly understanding, nor mental or
physical prowess, but it was God changing their hearts, guiding them
from within, giving them the power and ability to do, and to record a
message and lesson that was not for them only, but for all people who
would come after (for even the Old Testament has extreme value for the
Christians who today find their salvation in Jesus Christ, recorded in
the New Testament by name, along with His Earthly acts and deeds).

-----
It was God's Holy Spirit that wrote the Bible, and recorded the things
which are written in it. They were written through men's hands, but it
was the spirit of the living God which guided their writing, hence it is
one book, one voice throughout the entire Bible.

Moses:

    http://biblehub.com/kjv/numbers/11.htm
16 And the LORD said unto Moses, Gather unto me seventy men of the
elders of Israel, whom thou knowest to be the elders of the people,
and officers over them; and bring them unto the tabernacle of the
congregation, that they may stand there with thee.
17 And I will come down and talk with thee there: and I will take of
the spirit which is upon thee, and will put it upon them; and they
shall bear the burden of the people with thee, that thou bear it
       not thyself alone.
    -----
24 And Moses went out, and told the people the words of the LORD, and
gathered the seventy men of the elders of the people, and set them
       round about the tabernacle.
25 And the LORD came down in a cloud, and spake unto him, and took of
the spirit that was upon him, and gave it unto the seventy elders:
and it came to pass, that, when the spirit rested upon them, they
       prophesied, and did not cease.

A portion of the spirit which was upon Moses was divided out to 70 men,
and they prophesied, and did not cease in so doing.

David:

    http://biblehub.com/kjv/1_samuel/16-13.htm
13 Then Samuel took the horn of oil, and anointed him in the midst
of his brethren: and the Spirit of the LORD came upon David from
that day forward. So Samuel rose up, and went to Ramah.

David walked with the spirit of God guiding Him. He made mistakes, but
he repented, and he was a man after God's own heart the Bible records:

    http://biblehub.com/kjv/1_samuel/13-14.htm
14 But now thy kingdom shall not continue: the LORD hath sought him
a man after his own heart, and the LORD hath commanded him to be
captain over his people, because thou hast not kept that which
       the LORD commanded thee.

    http://biblehub.com/kjv/acts/13-22.htm
22 And when he had removed him, he raised up unto them David to be
their king; to whom also he gave testimony, and said, I have found
David the son of Jesse, a man after mine own heart, which shall
       fulfil all my will.

-----
God has had a plan in motion since before He created the Earth. We are
living through His plan here upon this Earth, but it is one plan, one
purpose, one God, one vision, one final destination for those who are
saved by Jesus Christ.
