The city council here used to run an annual "Inorganic Rubbish
Collection" where people could put anything that could be lifted by two
strong men out for collection (there were exceptions for toxic items
like paint, oil, car batteries, etc. which had separate drop-off
points).

They are currently planning to no longer do that because of the large
piles of rubbish sitting on the street make the places look messy (for
the week around the collection days). There are lots of people
complaining about the useful service being stopped, especially as it's
yet another council service being dropped while council taxes continue
to rise.

There are people who purposely drive around digging through the piles
to find things they want - usually they're greedy people who then sell
them to someone else. It's these people that usually make the biggest
mess. For example they break open old CRT TVs to get some of the wiring
to sell to recyclers, and leave broken plastic and exposed TV parts all
over the place.
