I meant that could be received here, maybe more shows up after dark?

I noticed one frequency with white noise plus a few bleeps and bloops 
right at the bottom of what my portable radio reaches.

That's Allouis, France om 162 kHz.
As far as I know they are sending signals for clocks on railway stations.
(and no radio program)

north Africa (such as Morocco) that are receivable; there was also some
mention of a station in Europe (Poland?), but that only operates at
certain hours, not 24h.

I remember a French station that had FM (not audible on an ordinary
envelope-detector set) time pulses on it (rather like MSF-Rugby or the
German one) as well as ordinary AM programme material, and that was on
LW, but probably ceased decades ago.

Tuesday I only heard one radio program on longwave:
252 from Algeria in French language

And the French carrier on 162, no radio program.

This mention of teleswitch service termination reminds me that back 
in the day (60+ years ago, when I were a lad) Droitwich was still on
200 kc/s (Hertz hadn't yet been invented) and the frequency was very
closely controlled so that it could be used as a standard.  

I recall a homebrew project in the RSGB Bulletin for a circuit using
that 200 kc/s signal to provide calibration for a frequency meter as
required by the amateur radio license.

That facility was lost when the 200 kc/s service was obliged to shift to
198 kHz under the new band plan.  I blame the Common Market.

The frequency accuracy was retained when it moved to 198; it was just
more complicated to design standards derived from it.

The standard for Usenet is ASCII so this problem shouldn't occur.

Sorry, Thunderbird gets fooled into thinking it needs to use base64 
encoding for "weird" characters, like the degree symbol.

I found a website that lets you draw on google maps and gives you 
distance(s) and bearing(s), which claims it should be 247 degrees, 
rather than 242 as I took from my compass, I didn't  worry about 
adjusting for magnetic north as I thought that was negligible recently?

Usenet text messages should never be encoded as base64 so I see no 
reason why you wouldn't set this. I think mine was already set to false 
by default after installation. If encoding of 8-bit is wanted TB should 
use quoted printable which is at least readable.

We had a huge thunderstorm in The Netherlands on Sunday evening & night.
I could that one on 198 Sunday afternoon.
