Right, Now the carrier has modulation on it, but is still  switching on and 
off, and is identifying itself as Pulse 88 FM, well a very apt name 
considering its pulsing on and off every few seconds!
 I suspect its a pirate, as the voices of the promos sounds familiar to 
those we used to hear on those stations whose only aim seemed to be to plug 
raves around the East London area, but this is of course SW London. It might 
of course just be one transmitter of several as these organisations are 
organised normally with bricked in transmitters and stealth aerials on top 
of tower blocks. They tend to get their feed on 52MHZ links from elsewhere, 
so they are not there if raided and have spare sites to be activated. 
Strange since they normally have a very efficient group of Rig doctors 
making and fixing the transmitters, but maybe this one is not accessible at 
the moment.

I know where I am are you saying the station is here as well? Seems a bit 
strange since Radio Jackie is just down the road on top of tolworth Tower 
and is, as you might imagine really strong here, but on the other end of the 
fm band.

The station is the hip hop stuff with the talking in it from time to time, 
the distortion is the underlying slightly off tune signals underneath.
 This was using a Discone so its pretty omni directional.

That is very mysterious. Between 19 and 25 seconds in, during one of
the strong interferences to the background hiphop, I can hear a
woman's voice saying what could be 9 digits, sounding like "oh oh eins
zila zila zila zila zila magazin", but I can't find a language this
fits.

Often cases like this are Intermods so there can be more than on station 
being heard.

It was actually "eight eight one zero zero zero zero zero megahertz". A

88.1MHz. It doesn't sound like Chinese digits. What language is it?
