It probably is. Time Machine on HFS+ is a horrible horrible kludge and does
Just Break now and then as it maintains several million pseudo link files in a
hidden directory. Reformat it and set it up as your second TM destination.

The aforementioned forthcoming APFS based TM destinations are much, much
better - no faked links, snapshotted backups.

If there's room you could always recycle the old USB drive to be a network
destination by skinning it or plugging it in, as appropriate. One local, one
network is good.
