Well, possibly they have.

But Venezuela does not belong to US-jurisdiction and only international 
laws are applicable, besides from the local laws.

Hence the USA cannot allow themself to capture land, which is not theirs.

In case of paintings (or any other movable objects) we have a problem:

only items are returned, which were illegaly removed from the owner.

But it is very difficult to prove, that the item was removed illegally 
from the owner.

There are many legal methods thinkable, by which a transfer could been made:


the former owner could have thrown it away

the owner could have given it to somebody as a gift

the owner could have sold it

the owner could have given the item as security for a loan

the owner could have left it behind, after moving away

the owner could have used it to pay debts
...

If now someone wants his item back, he had to prove, that none of the 
above were in fact the case.


Then we have a term in Germany called 'Verjährung'.

This means:

if someone has some object in his posession for more than thirty years 
and never had the idea, that thing was stolen, but assumed to have it 
legally, the real owner cannot have it back.

Therefor it is usually impossible to claim ownership after moire than 30 
years in Germany, because it is very difficult to prove, that the person 
having the item knew, that it was stolen.

You obvisouly never heard of The Monroe Doctrine

The Monroe Doctrine is a United States foreign policy position that
opposes any foreign interference in the Western Hemisphere.
