k is Coulombs constant

m is proton mass

h is Planck's Constant

G is Newton's Constant

q is proton charge

5.13 ns is the universal constant for the conservation of continuum

Conclusion

This formula is accurate to within 1%. It is based on gravity's momentum of free space being related to the Planck's Constant angular momentum (Joule second). The second is produced by protons when gravity grows time and drains space like a liquid. The formula for the second is about the source of time: protons. This formula is not a guess, it is intended to show a correct understanding of time and the magnitude of the second compared to the magnitude of the proton volume.

Please explain what this "universal constant for conservation of 
continuum" might be. What is "conservation of continuum"?

accurately, so it's a very rough definition.

Yes. G is rough and V, the proton volume is widely based on a radius from 0.84fm to 1.25fm. But the 5.1ns non-arbitrary universal constant is adjusted to match the V so the Momentum of Free Space (p) matches experiments. 

p = V / 5ns

Conclusion for Sylvia : Yes it is rough, now. It is a theory to explain reality. It is not a guessing game where an arbitrary constant is used. The 5.1ns has been verified on six planets and two stars. Conservation of Continuum sets space equal to time magnitudes as gravity shrinks space and grows time from protons and neutrons.

The formula was constructed as follows: 

Gravity has a "momentum of free space: V / 5.1ns = p

Planck's Constant is an angular momentum h = pR which is a linear momentum times a length, R.

R is 947 meters.

Since R is so long, scale it down by multiplying R by a dimensionless fraction to get a, the Bohr radius, a. The Hydrogen atom has that radius.

The fraction tried was m/q, theproton mass over charge ratio. After that number was tried, the formula still needed 10^20 to be divided. And the 4 pi was included as in the Bohr Magneton.

10^20 = k/G

Putting it all together has scaled the 947 meters to .53 angstroms.

h = p a (k/G) (m/q) (4 pi) (V/5ns)

Solve for seconds from the ns on right:

5ns = p a (k/G) (m/q) (4 pi) (V/h)

divide both sides by 10^-9

5 seconds =  4 pi a V k m / (10^-9 h G q)

1 second =  4 pi a V k m / (5.131534 x 10^-9 h G q)

Yeah, it is corrected and accurate within 1%.

What do you mean by "verified"?

At the moment, it looks as if you've taken 1 second, divided/multiplied 
it by the other constants, as appropriate, and the 5.131534 x 10^-9 is 
what's left. This makes it arbitrary. You could similarly define a 
second in terms of my daily alcohol intake and the average number of 
birds in my garden, if you include the necessary fudge factor. The 
result is physically meaningless.

Answer by Al:

The Universal Constant for the Conservation of 4D Continuum, 5ns,  was verified by calculating the gravity theory formula for stars, planets, and the asteroid Vesta before the other work was started to define the second.

Fudging a number would come after the work on defining a second was begun. The 5ns value was calculated as follows in December 2014. I have photos and several witnesses to the announcement in 2014, long before I applied the 5ns constant to evaluations of Planck's Constant and proton energy 938MeV.

Gravity makes an apple fall 4.9 meters in 1 second. That is a volume effect because potentially, trillions of apples can all be dropped 4.9 meters all over the Earth in a shell of height z.

g is the acceleration due to gravity, 9.8 meters/sec^2

Fudging a constant comes AFTER the goal is ready for a fudge factor, not a year before setting the goal for Planck's Constant and The Second definition formula.

The 5.1ns constant came first for The Gravity Volume Theory. It was not fabricated to fit into a collection of many constants of standard physics to get 1.0 seconds. No. The opposite is true:

The Gravity Volume Theory has produced a new universal constant that Old Science was not aware of. Tau is the missing piece to the puzzle called a grand unified theory. Volume, not mass (area), causes gravity.
