Besides being off topic it is almost year old news and dates back to
February with the initial draft which is little changed from the
final release.

Also, note that it is just a committee reccomendation of what the rules
should be once they are actually proposed, which then must be submitted
for approval. 

So off topic, year old information, and a long way from becoming a
regulation; good job cut and paste ass hole.
