And *only* the readout. You'll note it's taking peak-to-peak
*instantaneous* voltage samples periodically, squaring them, adding
the squares together, taking the square root of that, and only at the
*end* does it take the mean.

IOW, since the peak voltage waveform is a sinusoid and is sampled
instantaneously and periodically, the "peak-to-peak" is not equal to
"peak" except when the sampling period happens to land on that peak
voltage, it is a sinusoid which is mean averaged only for readout so

What sampling?

You don't need to "sample" a sinusoid (or other periodic
function) to calculate its RMS voltage.  You can do it with
elementary calculus.  And get the exact answer, not an
approximation.

Oops!  I mean, people who know how to do a little elementary
calculus can do it with elementary calculus.  Not you
specifically.  People like Ersatzia just have to google it.
