There are probably about as many of them as there are positively charged atomic ions in space, and there seem to be quite a few of those.  We detect them as cosmic rays.

On the surface of the Earth, no, because the gravity of the Earth overwhelms both the bowling ball and the sand.

However, all alone, way out in space, this would not be a problem, and you would expect the sand to orbit the bowling ball quite easily.
