Your problem, PV, is that you have to explain not only the initial
discovery, but the second observation. Since the two events are
very different (time, location in space, type of binary collision),
you have to rationalize that the perpetrator has the skills and
resources to:
  1. inject the signals (At two widely separated locations, now three).
  2. create the signals to be injected (to not just exist, but
     have just enough noise to be accepted as real)
  3. do it undetected (essentially impossible for one person,
     so all the conspirators have to keep their mouths shut.)

 And what is the motivation?
 * Glory
Well it would be a false glory. I could see one person deluding
themselves this way, but not a team of many scientists. 
 * Money
The money spent to develop LIGO was spent already in salaries,
construction, equipment, and more. None of the scientists have
gotten rich on this project.
 * Prank/Hack
I already noted that this would be extremely difficult. Something
of James Bond proportions. (multiple devices, with microsecond
synchronization, and precise signal generation).

To someone who is unemployed, having any kind of salary is riches.
To someone who is largely ignored, having any kind of notice is glory.

Again, someONE might fit all of those.
However, I doubt ANYone in the LIGO team fits all of those.

Motive, opportunity, ability, and resources would all be needed
to get this done. Either the entire team is in it or it is real.

Treebert you are just a kook conspiracy theorist! I like that in a 
person! Ligo is a good fraud but at 450 million small potatoes compared 
to the global warming scam which is scheduled to fleece the public of at 
least a trillion dollars every year!
