Hey the gun-free crime-free USSR murdered millions and millions of their 
own citizens. Who paid the cost of that?

If you want to stop crimes BEFORE they happen, the answer is simple. You 
simply put everyone in the country (except those and power and those who 
work for them, natch) in prison. Worked in the (former) USSR. They had 
an official crime rate of ZERO. You can only DREAM of something like that!

Not relevant to the question. And look at the open carry advocates in
Dallas. They made things worse, not better. They rarely help in any
situation... with the exception of ex-police or ex-military.

But why should the cost of guns be socialized? Why not have gun owners pay
for the costs and risks?

most open carry advocates are ex military.

that is already covered, a gun owner that shoots someone gets sued and 
taken to court.  If they were justified, no pay, if they were not, they pay.

you can also do that with taxes, take all income except what is 
nessicary to live on, and the people are in a finiical jail, can only do 
a little.

    Most gun crime (and crime in general) is driven by poverty. Getting rid
of guns won't get rid of thugs that can send you to the hospital regardless
of if they are carrying.

    Although, the externalities spread across ~100M gun owners probably would 
not be a problem. That's the problem with politically driven hysterics. 
Numeracy is usually the first thing to fly out the window.

    The numbers will be badly distorted to suit the agenda too.

What "costs /risks" would need to be paid-for, anyway?  Someone
getting killed may be a human tragedy, but it is not a fiscal tragedy.

It should be noted that the VAST majority of gun killings are
perpetrated by drug/gang criminals.  Good luck with getting them to
"pay for the costs" of their crimes.
