Each Black Hole is the CENTER of a huge whirlpool of smaller-scale fractal matter, or DM. Stars made from our size matter are carried along. Since there is more attraction for other stars than for the spinning DM medium, it is the inter-star attraction that flattens the rotation curve. Still no good?

Stray sun-less planets, neutrinos, black holes, for example, but so far theory has found problems with each of them.
