That sentence is pretty vacuous, but my point stands that they likely did have samples to compare DNA samples to (toothbrushes etc.) but even if they didn't, they could and did test close relatives. It is easy to tell if two DNA samples came from siblings, parent/child or more distant matches (and how distant). I've had it done myself. They were able to get identifiable DNA samples from just about everyone on board Flight 77. They had usable samples from all but 5 of the Pentagon victims, including the terrorists on Flight 77. They didn't have samples to compare the terrorist DNA to, except to each other. Two of them were brothers.

Where did you learn how they work? If you'd link to the source
you used, maybe everyone will come to your way of thinking. It's not

receive DNA samples. All but a very few were identified with DNA.
Those that were not identified are presumed to have been the
terrorists.

While they did identify* all but 5 people from the Pentagon and everyone from Flight 93 (not always via DNA), only about 1000 total were ever identified from the Twin Towers. (*) some body parts/DNA profiles were never linked to known people, these are presumed to be from the hijackers.
