It's a standard redneck conservative dishonesty - the office of the Presidency is supposed to be honourable, so Congresscritters and Senators have to trust what he says even if they have their doubts. They don't have the luxury of treating his transparent lies as the lies they were to anybody with a thinking brain. They can (politely) question what he says, but at the end of the day they have to take his word for it. So it is disingenuous (at best) to say they voted for it when they were required to trust him.
