It would depend on whether such frustration existed or not.

In my experience of knowing many, many veterans, it does not in general
exist.

Law enforcement? He did say only crooks and gangs!  As for can't get a 
lot of them, I'm sure you noticed in places like Chicago where guns are 
basically illegal, there are virtually no gang shootings at all. That's 
because all the "drug-free gun-free zone" signs prevent all violence.

Actually, what you'll find in Chicago is that they have a small number 
of guns which get "rented" out from crook to crook. No single crook owns 
a gun, they instead of community guns which they rent out during the 
course of robberies and other criminal activities. Once the activity is 
completed, they return the gun to the gun broker.

The SB mass shootings are more like frustrated home citizens than international terrorists. The shooters were bouncing off Middle East issues and therefor not domestic terrorists but they were well established LA residents. And so they are more like the school shooters than terrorists. (I said the same thing about the London subway bombers.)

The problem is the constraint of the people and then the small percentage that are set off. What has happened is that an effective peer-pressure society has been constructed. An individual can't do or say much of anything unless there is a company behind them or a university behind them or a political party behind them.

The peer-pressure society is overseen by human resources (who are psychologists) at work, by teachers (who are psychologists) at school, by political platforms, by government social services departments (who are psychologists), and by professional employees who are close to customer service departments or to marketing departments. (Marketing departments ? Yeah, there are peer-pressure networks working many internet forums.)

It's George Orwell's 1984 and it began when ?

I'm not defending all the mass shooters but I am saying that something is setting them off. Don't believe it ? Here's one piece of information, Congress asked the NIMH to end the school shootings.

I would suggest that the SB shooters had local and national frustrations in addition to a following of international events. (The London subway bombers were well established in the UK but had a charismatic leader playing on their frustrations. And they were young.)

BTW, LA and SB are two entirely different counties.

They fact that they had a stockpile of arms and ammunition AND had built
explosive devices is a good indicator that they were PLANNING to do
something for a long time.
