Bert seems like the kinda guy that can sense whether someone has a "good imaginataion" and might tend to apropos nothing add three funnels to the boat and a couple of young, topless secretaries to the business and proceed to keep yanking said someone's chain because he can. While I haven't followed the story in detail, it would be consistent with the territorial power play -- given you have claimed a few mins back you see your function on a.p as a kookherd (and I think Bert knew that instictively from the getgo as well) -- that apart from saying he is not lying, when people try to put it to him he is not telling the truth he just does not supply details or any proof. He knows passivity will rile certain people, too.
