ion plasma thrusters can be an efficient choice. the service modules 
can stay in orbit around earth, the moon and mars using cryogenic engines 
only for takeoff and descent. there should be a replacement for this type
of systems (cryogenic propulsion) very soon.

All that would take is a huge investment in hauling a enormous amount
of crap to the Moon to somehow make fuel on the Moon and the tankers
to haul the fuel to the orbiting Mars vehicle.

It would be far simpler and cheaper to top up in Earth orbit with
fuel from the Earth.
