The Internet is rife with pictures of people who have made boats out of
old plastic barrels and PVC pipe.

This shows the Pro wrestling level of HVAC's understanding of science.

Floods hardly ever result in a raging "river" of any kind unless some
major containment fails, which is a rarity.

So, Glazier's "boats" will save lives? If there is no raging river
people and things won't get swept away? Every flood in my area created
   placid lakes AND raging torrents.

Glazier's "boats" are a joke.

Define "raging torrents".

When water is rushing, you need a BIG motor or get crushed on something.

A plastic table cloth sail would be useless for anything other than to
wrap the bodies.
