He says the gubbmint aims the  HAAP beams at the chemtrails and this 
activates them. This then causes them to disperse their payload on an 
unsuspecting public of sheeple.

jimp is right about antennas.
  HAARP is a nice textbook design, very stright forward.

AM antenna arrays also use beam steering to change patterns at night 
where probagation in AM can reach hundreds of miles. (beam stearing is 
by change phase to each tower, the entire tower is hot.)
can you name the nationwide AM channels ?
