The KKK briefly held power in Anaheim in 1924 but was basically run out
of the state by 1925.

Orange County is hardly lily white and hasn't been for many decades.

Fullerton.

That problem is that Fullerton does not have the kind of government
that elects a Mayor at large.

The Mayor of Fullerton is elected by the City Council from the members
of the City Council.
