Galaxies are made of stars. They had to fill with light...
Stars are made from the original Hydrogen atoms that fuse
for first light after very first CMBR light...
at the Big Beginning.

The three levels of form: the Atoms, stars and their galaxies
are under the initial conditions of the BB... science can't
set them...

Nobody knows. Some stars emigrated from other galaxies & are older than
the galaxy they inhabit.

Was there a Big Bang?
No.
There are places in the Universe where galaxies are created just as there are places where atoms are created.
