The US Constitution mandates that the government 'provide for the common defense'. I would suggest that a ballistic missile defense system *is* providing for the common defense. I would encourage the military to view all North Korean missile tests as a real world exercise and a chance to practice our systems under actual conditions. Iran has signed an agreement with us, so they won't be a threat (lol)
