Since this is from the proagandistas at climatecentral you can be sure 
it's all bullshit. For example gummint electric bills aren't the issue. 
The issue is all the energy used to MAKE all the stuff that the 
government buys constantly.

And while we are at it, how is power consumption at ALgores' energy pig 
home doing. Higher than ever, I presume. Dubya's house is highly energy 
efficient. So much for evil republicans story.

Of cource the overall recession had nothing to do with this.
