For context, this electron would circulate around the earth in about 18 
seconds, compared to 90 minutes for the ISS. So faster than the ISS by a 
factor of 300, but whether you want to call that fast is kinda 
arbitrary. Slow compared to light, fast compared to ISS.

What is important is the electron ionization energy.
That is directly related to the electron mean kinetic energy
and the mean speed.

High speed electrons are the inner electrons of heavy elements.

Relativistic effects are strongest for the s orbitals
with zero l quantum number of orbital angular momentum,
what leads e.g. to the colour of the gold.

For carbon, there are multiple energy levels and so the speed is 
different for the different energy levels. You did not specify (or 
probably did not learn) which energy level electrons were being measured 
in your numbers.

For example, the kinetic energy of the fastest electrons in carbon are 
the innermost ones (well inside the outer diameter of the carbon atom 
you cite), and those have a kinetic energy of about 285 eV. This gives R 
of 0.00056.

Thus the speed, using the same formula as before, is 3.3% of the speed 
of light, about a factor of 3 less than your rough estimate. The speed 
for the outer electrons (which might correspond to the outer diameter 
you mention) is quite a bit lower.
