Well, the Carbon atom is 10^-9 meters. Recent measurements of electrons' periods is 10^-16 seconds. They have to be going at least PI times 10^-9, so 3 X 10^7 meters per second, or 10% of lightspeed. I typed that AND figured it out in 45 seconds.

You did not specify (or probably did not learn) which energy level electrons were being measured in your numbers. For example, the kinetic energy of the fastest electrons in carbon are the innermost ones (well inside the outer diameter of the carbon atom you cite), and those have a kinetic energy of about 285 eV. This gives R of 0.00056. Thus the speed, using the same formula as before, is 3.3% of the speed of light, about a factor of 3 less than your rough estimate.
