He doesn't exactly live in Fullerton...He just votes there. I presume that in Kalifornia you don't actually need to have an address to vote or even be legal. Just walking into the city from somewhere looking for a better life (be it Mexico or Mass) is good enough to give you the vote.

Even here they made it against the law for a while to ask voter about their residency. Previously you had to show you actually lived here.
