They do NOT "give you the papers"; you have to make an appointment and fill out the papers in the City Clerk's office. You have to be a registered voter in Fullerton and a Fullerton resident to run for office or you can't file. Filing for the next election doesn't start until mid-July. -- Jim Pennino
