You misunderstand the purpose of a phase diagram.

A PD depicts regions of thermodynamic stability.  At 50C
and 1 atm the stable form of water is ice (solid) and only ice.

From the diagram we can also read the vapor pressure of water
at 50C.  Call this P@50 atm.

You are perhaps thinking of what happens when we place liquid
water at 50C into a closed, evacuated container.  In this case,
water would "boil" and fill the container until the pressure
of the vapor was P@50 atm.  Then a mixture of water and water vapor
would be at thermodynamic equilibrium at 50C and P@50 atm.

But at 50C and 1 atm there is no thermodynamic equilibrium (i.e.
equal free energy) between water and water vapor.
