The planets are held in orbit by gravity, not any magnetic field. Same is true for the stars in the arms, they are held in orbit by gravity. As each star has its own orbit, they move independently of each other and will move into and out of the arms when their own times come. We also know this because of the measured motion of nearby stars. If galactic arms were fixed, nearby stars (in the same galactic arm as the sun) would not move relative to the sun (us), yet we can measure their motion, some toward us, some away, some sideways.
