Atoms >make photons. Nuclei make photons. Charged particles changing state make photons. Electrons (for the most part) and nuclei (gamma rays). The reason why an energetic photon needs a nucleus (or something massive and charged) is because it is mathematically impossible for a single gamma photon to become an electron/positron pair and conserve both momentum and energy. If it interacts with a nucleus, the nucleus can carry away some of the momentum and energy and the overall total momentum/energy can be conserved.
